Description
The United States Coast Guard Maintenance and Logistics Command Pacific, Navel Engineering Division is seeking sources or the Professional Technical Services related to the Weather Satellite Weather Tracking HRPT/DMSP System installed onboard United States Coast Guard Cutters Polar Star (WAGB-10), Polar Sea (WAGE-11), and Healy (WAGB-20). The Terascan High-Resolution Picture Transmission System (HRPTS) and software maintenance support for this weather satellite weather tracking system was manufactured by SeaSpace Corporation, 12120 Kear Place, Poway, California 92064, Tel: (858)-746-1100. It is a complex system involving many unique parts and software. The Contractor (Technical Representative) must possess valid Terscan HRPT/DMSP systems qualifications for performing repairs or demonstrate technical capability to perform the complex repairs required, and to perform the required training of newly assigned personnel onboard the vessels. Extensive technical knowledge is required to understand, disassemble, inspect, and repair the system. Among Services required are the following: Software Maintenance, Annual Groom (including: Antenna Alignment, Antenna Balancing, Antenna RF Inspection, Receiver Inspection, Bit Synchronizer Inspection, Operating System Cleanup, Operating System Upgrade, Terascan Software Cleanup, and Terascan Software Upgrade), Testing and repair during Cutter Shakedown cruises, and Training Services. The Contractor (Technical Rep) would be expected to have on file, or have the ability to obtain, complete Terascan system data from which to provide engineering analysis based upon historical operations records. Computer loaded experienced data would include design evaluations, historical studies, drawing preparations, on-site inspections, training of crew members, and other engineering tasks related to the HRPT/DMSP system. Capability statement should also include evidence that the company has access or will have access to SeaSpace Corporation's technical data (e.g. signed agreement with SeaSpace Corporation, licensing agreement, etc...). This requirement will be an IDIQ one-year contract with four one-year options.
