Description
This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. This solicitation, HSCG81-06-Q-XU116, is issued as a Request For Quotation (RFQ). Price quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 44122 and Small Business Size Standard is $6.0M. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered non-responsive and will be rejected. DESCRIPTION: One (01) Base Boat - AVON Sea Rider, 4.7M boat, or equivalent. Outfitted with the following accessories: Jockey seating; Drain ports; Heavy duty rub strakes (5); Double skin to bow area; Four davit lifting points; Towing bridle patches; Integral grab handles including one on forward face of console; Lifelines; Paddles with retainers; Foot bellows; Sponson repair kit; Fuel tank retainers; Instruction manual; storage pockets; navigation lights; Magnetic compass (Minimum 4? card size); Sea Anchor; arch over aft section to support and include anchor light, VHF antenna, Four flood lights (one each direction) designed for use in marine environment, 2 blue LE Strobe Lights designed for use in marine environment, Mounting points for U. S. Coast Guard Ensign and U.S. Ensign, One cleat mounted at base of arch on each side for mooring, Appropriate sized U. S. Coast Guard-approved life ring and mounting bracket; Pressure relief valves; Six (06) 10-foot mooring lines of 5/8?DBN (Black); Removable fuel tank; Honda 75 HP4 stroke outboard (or equivalent); controls and digital gauges; Hydraulic steering; Circuit breaker panel mounted on outside of console and shall have each piece of electronics on its own circuit. Navigation lights may be on a single circuit if the breaker allows for underway and at anchor configuration; Waterproof VHF radio installed flush in console; Black letters on both sponsons amidships to read U.S. COAST GUARD (As large as spacing on rub strakes will allow); Black numbers on both port and starboard bow to read CHOCK 1; Furuno FP 1650W color GPS/Chartplotter (or equivalent) mounted on console top, with accompanying transducer and wiring; Appropriately sized Ddanforth-type anchor with a minimum of 2 feet of stainless steel (SS) chain leader, SS shackles, and a minimum of 40? of DBN line; Cigarette lighter type 12V accessory port on console (face and/or sides). Overall Weight Limitation: Boat with full outfit and full fuel tanks, with no passengers onboard cannot exceed 1,000 pounds. Additional Line Items: Shipping charges to Portsmouth, VA 23704, and One (01) Four-leg single-point lifting sling. Quotes that include equal items shall include technical specifications and brochures. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price, technical performance, warranty and delivery time factors, considered. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004); 52.212-4; Contract Terms and Conditions-Commercial Items (OCT 2003); and 52.219-6 Notice of Total Small Business are incorporated in this solicitation. The provisions of FAR Clause 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2004) shall be completed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include in its proposal a statement indicating the online representations and certifications are incorporated in its offer, are current, accurate, and complete as of the date of its proposal.
