Description
The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to the Douglas County Health Department (DCHD), Omaha, Nebraska. Within Douglas County, the DCHD is the public health agency that is legally tasked to surveil for childhood blood lead test results. Background: The American Smelting and Refining Company operated a lead refinery on the west bank of the Missouri River in downtown Omaha from the early 1870's to 1997. Lead from those activities is considered the primary source for soil contamination in Omaha. The Omaha Lead Site (OLS) covers about 8,840 acres. In 2000, approximately 86,000 residents lived within OLS and an estimated 13, 460 of these are children aged 6 and younger. To reduce lead exposure to children, since 1999, EPA has been remediating soil from properties with elevated soil lead levels. Since 1999, results from all blood lead testing have been required to be reported to the Childhood Lead Poisoning Prevention Program at the Douglas County Health Department (DCHD). In 2004, only 35% of children less than 7 years of age who reside in the OLS were tested for blood lead. The goal of this Enhanced Surveillance project is to increase the number of children tested for blood lead poisoning. Surveillance data could be used to help assess the effectiveness of soil remediation in the OLS. This is not a request for competitive proposals and no solicitation is available. Interested parties may identify their interest and capability by responding to the requirement with written notice to the Contracting Officer within 15 calendar days from the date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
