Description
The National Oceanic and Atmospheric Administration (NOAA), Physical Sciences Division (PSD) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with the U.S. Civilian Research & Development Foundation, 1530 Wilson Blvd., Suit 300, Arlington, VA 22209 for the next stage of the work being performed by the Institute of Applied Physics (IAP) with the use of its unique laboratory facilities, including the large thermostratified tank of internal motions on the water surface. The U.S. Civilian Research & Development Foundation facilitates the administration of the paperwork for the Institute of Applied Physics. Among the processes to be modeled and theoretically studied at this stage, are: (A) Continuing study of dynamics of a vortex pair in stratified fluid and their surface action: Theoretical studies of the interaction of vortices with the pycnocline, including deformation of pycnocline and internal wave generation. Preliminary estimates of the conditions under which the eddies reach water surface. (B) Measurements, by the optical PTV method, of surface currents over a sphere moving at different depths and with different speeds. Theoretical studies of the effect of internal solitons on short surface waves. (C) A system for generation of breaking surface waves will be further tested. Preliminary measurements of Doppler spectra of signals will be carried out with the use of a new X-band scatterometer. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (under $100,000). Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any responses shall be received in writing no later than August 9, 2006. Anticipated Award date is August 10, 2006.
