Description
The National Institute of Standards and Technology (NIST) intends to purchase a two-channel dynamic signal spectrum analyzer, Model 785. The analyzer shall be capable of: dual channel fast Fourier transformations (FFT); DC to 100kHz (or greater) bandwidth; 80dB (or greater) dynamic range guaranteed; 140dB (or greater dynamic range swept-sine measurements; FFT resolution up to 800 lines (or greater); ANSI standard octave analysis (in real time); built in frequency domain curve fitting (capable of 16 or more poles and zeros); including at least 8 Mbytes of memory upgradable to at least 32 Mbytes; GPIB and RS-232 interfaces. NIST also requires a voltage preamplifier with the following specifications: dc to 1 MHz, two-channels, equal to or less than 5nV/root-Hz input noise, AC or DC coupling, line or battery operation, RS232 and/or GPIB interfaces. NIST also requires a current preamplifier with the following specifications: dc to 1 MHz, maximum gain of at least 1 pA/V, equal to or less than 5fA/root-Hz input noise, capable of input offset and dc bias, line or battery operation, RS232 and/or GPIB interfaces. The spectrum analyzer is required to be fully compatible with the existing custom data acquisition software that was developed in-house at NIST by using an existing Stanford Research Systems Dynamic Signal Analyzer (Model SR870). As such it is NIST?s intention to enter into a sole source purchase order with Stanford Research Systems, Inc., Sunnyvale, CA, under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by July 31, 2006, will be considered by the Government. A determination not to complete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
