Description
THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The USCG Command and Control Engineering Center (C2CEN) has a requirement for equipment with a functionality that allows USCG operating forces to detect, identify and track various targets of interest (TOI) during all operations. In addition, the equipment will give clear water depth, bottom presentation, and chart capability essential for safe navigation. Specifically, the USCG requires an integrated shipboard sensor system that includes a low power RADAR, fluxgate compass, DGPS/GPS receiver, LORAN C receiver, and an echo sounder. The USCG’s requirement is for 40 systems and as many as 500 that may be purchased via the solicitation when released. The systems will be installed on Coast Guard cutters sixty-five feet or greater in length. An award of a five year IDIQ contract is anticipated. The solicitation will be conducted pursuant to FAR Part 12, Acquisition of Commercial Items, and selection will be made as a best value determination, based upon selecting the low priced technically acceptable proposal. An operational capability testing will be part of the initial evaluation. The USCG will reserve the right to award off of initial proposals. Request for this solicitation must be in writing addressed to: U.S. Coast Guard,(G-ACS-4B)2100 Second St., SW, Washington DC, 20593-0001. Telephone requests will not be honored. All responsible sources may submit an offer that will be considered by the agency. Anticipated effective date of the proposed contract is no later than September 30th, 2006. Solicitation release date is anticipated to be June 2, 2006. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (15-MAY-2006).
