- The U. S. Government Accountability Office (GAO) hereby provides notification that it intends to award a sole source contract to the National Academy of Sciences in accordance with the Federal Acquisition Regulation 6.302-1, only one responsible source will satisfy our agency requirements, under the Truth in Regulations Act (TIRA) and the Budget and Accounting Act. In addition to GAO?s independent evaluation of economically significant proposed final rules under TIRA, the scope of the contract includes the evaluation of other federal programs and policies which requires the use of comprehensive and exceptionally specialized scientific expertise of the highest caliber. This contract is contingent upon the appropriation and availability of funds. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. However, all proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
