- The National Geospatial-Intelligence Agency (NGA) Office of Global Navigation (PV) Maritime Division (PVM) has a requirement for Foreign Translation Services. Offerors will be proposing on Foreign Notice to Mariners and Foreign Maritime Publications for translation into English. The objective, goals and requirements for this effort are detailed in the Statement of Work entitled "Translation Services in support of Maritime Safety", dated 30 January 2006. (posted below) The period of performance for this effort is for 5 months, anticipated date of award is 18 August 2006. The Government will employ a best-value process to evaluate each offeror's proposals. When combined, all non-price factors are more important than price. Evaluation Criteria: 1. Offerors years of successful experience in Nautical Foreign Translation service. 2. Offeror has experience working with Government Mapping organizations. 3. Offeror demonstrates skills in process improvement and project management. 4. Offeror demonstrates skills in written and oral communication, customer service, and working in a team environment. 5. Offeror will provide references for all organizations for which they have provided services in the last 5 years. Request Offeror submit a proposal for this effort based upon the Statement of Work posted below and supplemental clauses provided herein. STATEMENT OF WORK Translation Services in support of Maritime Safety January 30, 2006 1.0 Objective The NGA Maritime Division (PVM) is obligated under Title 10 of the United States Code to provide accurate and up-to-date nautical charts, publications, and databases. To do so, the Maritime Division is required to populate, maintain, and make available various products related to Marine Safety. These products include the Notice to Mariners and Sailing Directions Publications. Updates to these products are continuous and are made available to our customers worldwide. Access to all of this information is legally necessary for the mariner to safely keep charts and publications up-to-date. 2.0 Scope Various source materials are utilized for the updating of Maritime Publications, charts, and databases. These sources are in the native language of the provider country and translation into English is a requirement to facilitate an accurate evaluation. 3.0 Procedures The Contractor will be provided Foreign Notice to Mariners and Foreign Maritime Publications for translation into English. The majority of the translations will come from the languages listed in appendix A, but are not limited to those countries, and could come from any country worldwide. NGA may provide any or all source material in either softcopy and/or hardcopy format on an indefinite schedule. Appendix A Language: Cost Per Word: Chinese Danish Dutch Finnish French German Greek Indonesian Italian Korean Norwegian Polish Portuguese Swedish Spanish Russian Turkish 4.0 Performance Requirements The Contractor shall review all Government Furnished Materials (GFM) provided to ensure completeness and adequacy for anticipated processes. GFM may consist of Foreign Notice to Mariners and/or Foreign Maritime Publications from any country. All discrepancies found in any GFM supplied to the Vendor shall be communicated in writing to the NGA COR within five days of receipt of GFM. The Contractor shall maintain backup copies of all data sets for 180 days after they have received acceptance notice from the COR. All translations will occur within the context of nautical charting and nautical navigation associated definitions. All translations will contain less than 1% of incorrectly translated words or symbols. It is anticipated that the Contractor will be required to translate approximately Twenty Thousand (20,550) words per week in support of Foreign Notice to Mariner Translations and/or Foreign Sailing Directions/Publications. 4.1 Foreign Notice to Mariners All Foreign Notice to Mariners, that require translation will be provided to the Contractor in either hardcopy or softcopy format. The contractor will translate all foreign language words, phrases and symbols into the English language. Symbols that are unique to the maritime community will be retained in the original configuration and placed in the corresponding location within the translated text. All graphs will be retained and the translation of all words related to the text will be provided. The number of Foreign Notice to Mariner Translation orders provided to the Contractor may vary from one order to four orders per month. Translation requirements will be forwarded to the Contractor on a weekly basis upon receipt by the COR but may be sent on a daily basis to support mission critical requirements. 4.2 Foreign Sailing Directions/Publications All Foreign Sailing Directions/Publications that require translation will be provided to the Contractor in the native source material, and the contractor will translate all foreign language words, phrases and symbols into the English language. Symbols that are unique to the maritime community will be retained in the original configuration and placed in the corresponding location within the translated text. All graphs will be retained and the translation of all words related to the text will be provided. The number of Foreign Sailing Directions/Publications Translation orders provided to the Contractor may vary from one order to four orders per month. Translation requirements will be forwarded to the Contractor on a weekly basis upon receipt by the COR but may be sent on a daily basis to support mission critical requirements. 4.3 Production Status Reports The Contractor shall provide a monthly status update, Production Status Report, due the first day of each month. Reports shall include detailed information regarding the work accomplished for each production phase. These reports may be sent via email in a PC-compatible format or reported on the vendor?s web site. If the report is made available via a web site, web site access shall be granted to the NGA COR. Report information shall include, but is not limited to, the following: Contract number, award date, report date. Production unit identifiers (assignment phase) Projected completion date for each phase. Percent complete by process/phase. Narrative of issues, problems, open-action items, etc 5.0 Deliverables Deliverables will include the following: electronic files of the translated text in Microsoft Word (rich text format) on CD-Rom or DVD, and/or hard copy text printed on 81/2? X 11? white bond paper printed in 10 pt. Courier New font. The Contractor shall maintain backup copies of all data sets for 180 days after they have received acceptance notice from the COR. A copy of the Production Status Report needs to be provided to the Contracting Officer (KO) and the Contracting Officer?s Representative (COR). 6.0 Quality Assurance 6.1 Quality Assurance Checks The Contractor is required to perform quality checks and quality assurance with documentation via the Contractor?s Quality Assurance Plan to ensure that products and/or data meet the requirements identified in the Statement of Work, Project Specific Guidance and its attachments. The data will be reviewed against the requirements stated in the PSG and the accompanying SOW. If non-conforming work is discovered at any time prior to and after delivery, it is the responsibility of the Contractor to make the necessary corrections without further compensation from the government. Errors and/or corrections to the data, based on criteria not stated in the above documentation, are not within scope and the contractor will not be held accountable. 6.2 Onsite Quality Assistance Visits (QAV) The Government, or its agent, may perform both in-process and final random statistical sampling quality assurance checks. In process random statistical sampling quality assurance checks may occur during a production phase, and will be coordinated and scheduled as a QAV with the Contractor. Final random statistical sampling quality assurance checks may also take place at the end of a production phase. QAV for the verification of conformance to the Quality Assurance Plan (QAP) is to ensure compliance with the data requirements and may be performed at the facility of the Contractor or Subcontractor and/or NGA, or its agent. While at the Contractor facility, the Contractor shall make available to the government, or its agent, the necessary items and hardware/software to conduct the random statistical sampling. The Contractor shall provide the necessary production personnel to operate the system and assist during the QAV. The QAV will usually be no longer than one day, although there may be situations that require additional time at the Contractor's facility. QAV and/or random statistical sampling quality assurance checks do not relieve the Contractor of responsibility for non-conforming work that is detected after delivery. If non-conforming work is discovered at any time prior to and after delivery, it is the responsibility of the Contractor to make the necessary corrections without further compensation from the government. NGA may require regular meetings and communication with the Contractor to discuss production and technical issues (i.e. VTC, teleconference, and e-mail). 6.3 Data Acceptance All deliverables shall conform to requirements stipulated in the SOW and all attachments. Due to classification or other reasons, attachments may be delivered to the Contractor by NGA under separate cover from other sources. Acceptance criteria must be understood and agreed upon by both the government and the Contractor prior to task order award, and written acceptance will be provided to the Contractor by NGA for all deliverables. This however, does not preclude future mutually agreed upon modifications to the task order. Final reviews may be performed at the contractor?s site or at NGA. NGA reserves the right to waive the on-site review. Upon completion of a final delivery review by NGA, an assessment will be made as to the correction method to be used for the deliverable, if required. 6.4 Discrepancy Reports If the deliverables are unacceptable, NGA will return all of the deliverables for corrections, along with a Discrepancy Report (DRs). These reports contain all of the data non-conformances. All materials shall be returned to NGA at the Contractor?s expense. Corrections will be made until NGA review personnel deem the translations to be acceptable. 6.5 Timelines for Corrections All correction timelines will commence on the day the contractor receives all necessary materials and the NGA Discrepancy Report. The following data-specific timelines for fixing and returning necessary corrections will be used in determining the score for the schedule scoring section in the Performance database. 7.0 Security Requirements Final deliverables for this contract will be Unclassified/Limited Distribution. 8.0 Delivery Schedule 8.1 Foreign Notice to Mariners NGA requests that Foreign Notices to Mariners be delivered no later that 5 business days after receipt of the source package by the Contractor. The contractor must notify the COR via electronic mail within 1 business day if this scheduled delivery cannot be provided on time and requires further negotiation. Failure to notify the COR within 1 business day will constitute contractor agreement with the proposed delivery date. 8.2 Foreign Sailing Directions/Publications NGA will provide the contractor with a proposed delivery date with each source package. The contractor will then notify the COR via electronic mail within 3 business days as to whether the proposed delivery date is acceptable or requires further negotiation. Failure to notify the COR within 3 business days will constitute contractor agreement with the proposed delivery date.
