Description
Requirement: Web-based K-12 Assessment Delivery Platform Background: The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to over 90,000 students. DoDEA is divided into three administrative areas. DDESS (Domestic Dependent Elementary and Secondary Schools) covers seven states, Puerto Rico, and (for administrative purposes) Cuba. DoDDS (Department of Defense Dependent Schools) is divided into two areas: DoDDS-Europe and DoDDS-Pacific. DoDDS-Europe consists of Portugal, Germany, Italy, Belgium, Spain, Turkey, Bahrain, Iceland, and the United Kingdom. DoDDS-Pacific includes Japan, Okinawa, Korea, and (for administrative purposes) Guam. The DoDEA Community Strategic Plan identified four goals to be reached by the year 2011. Goal 1A focuses on student achievement in relation to DoDEA curriculum content standards. In order to ensure that DoDEA has a consistent set of assessment instruments by which to measure student achievement against the goals identified in the DoDEA Community Strategic Plan, several customized assessments have been developed for web-based administrations. Current assessments include criterion-referenced assessments in Social Studies (grades 3 and 6), Science (grades 5 and 7), End-of-Course and quarterly assessments in Algebra I (middle school), and End-of-Course assessments U.S History and Biology both at the high school level. All aforementioned assessments have been field and pilot tested for psychometric validation using several different web-based platforms. All include combinations of multiple-choice and constructed-response items. Need: DoDEA is seeking to consolidate the administration and reporting of these assessments to a single test-delivery platform. All assessment items and corresponding materials (graphics, passages, etc.) are in electronic format ready for deployment. The first assessment to be administered will be the U.S. History End-of-Course assessment. This assessment will be field-tested during Fall 2007. Once complete, the remaining assessments including U.S. History will be operationally administered on the new web-based platform in Spring 2008. As new assessments are developed it is anticipated that the test delivery platform vendor may be in contact with our test developers with DoDEA acting as an intermediary to transmit assessment items and data. DoDEA is seeking comments from K-12 education commercial developers and vendors of web-based test delivery platforms. The response should include the technical requirements and features of the corresponding platform. Desired platforms would include: artificial intelligence; distributed scoring up to three raters for constructed response items; user-directed (customized) disaggregated reporting; minimal configuration, installation, and maintenance; ability to split test sessions by item type; formative (quarterly) year-round testing; test-security such that students cannot open any other application while testing; User friendly features; Ability to produce various levels of test results reports: student, classroom, school, district, area, system for all students and disaggregated by designated groups.
