Description
NASA/JSC has a requirement for investigating Extra-Vehicle Activity (EVA) Suit Open-Microphone (open-mic) Front-End System (ESOFS) concept for the Constellation Suit-1 Project. NASA/JSC intends to purchase these items from SoftMax, Inc. SoftMax is the only company that can meet the following requirements listed: Accomodate two-microphone input to handle one faulty microphone Real-time processing of audio that provides better than 15 small dB of signal-to-noise improvement against stationary and non-stationary noise and echos Converge on filtering noise within one second Ability for handling 4-microphone inputs Ability to pass caution and warning tones as well as voice Ability to port over to a radiation-hardened field programmable gate array device. They have the proven technology that can solve the open-mic front-end challenges in a space suit. They have expertise in the use of a unique blind source separation algorithm that successfully separates the noise from voice without distorting the voice. Several test results listened to by NASA engineering clearly showed that in telecommunication applications, SoftMax products have improved signal to noise ratio for stationary and non-stationary noise as well as echoes with better than 15dB and up to 20 dB in some areas. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on July 28th, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
