Description
GSA MULTIPLE AWARD SCHEDULE (MAS) SOLICITATION. The Greater Southwest Acquisition Center, Fort Worth, Texas, is issuing a refreshed solicitation effective July 21, 2006 electronically. IMPORTANT: CURRENT SCHEDULE 084 CONTRACTORS DO NOT NEED TO RESPOND TO THIS ANNOUNCEMENT. SIGNIFICANT CHANGES: Please review the solicitation document for numerous clause changes. Please note that effective January 1, 2005, all vendors submitting an offer under this Solicitation must have their Offeror Representations and Certifications updated on the Online Representations and Certifications Application (ORCA) website. The ORCA website can be accessed http://www.bpn.orga.gov. Please note that effective December 5, 2005, the offices of the Greater Southwest Acquisition Center relocated to the 7th Floor of the Federal Office Building, Fort Worth, TX. All Center phone numbers have changed and are reflected below. Please note that any offer submitted after August 21, 2006 MUST be submitted on the Solicitation dated July 21, 2006 (Refresh #7). Offers submitted on prior versions received after August 21, 2006 will not be accepted. Interested parties may access the solicitation at: http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation files. Search using Solicitation Number 7FCI-L3-03-0084-B (include the dashes). The solicitation is entitled Schedule 084 ? Total Solutions for Law Enforcement, Security, Facility Management Systems, Fire, Rescue, Special Purpose Clothing, Marine Craft and Emergency/Disaster Response. The products/services addressed in this solicitation are: FSC Group 19, Marine Craft and Equipment, Inboard and Outboard Engines, Towable Bladders and Floating Marine Barriers, and Buoys (Attachment 01), FSC Group 42, Firefighting and Rescue Equipment, Urban and Wildland (Attachment 02), FSC Group 63, Alarm and Signal Systems/Facility Management Systems, Professional Security/Facility Management Services, and Guard Services (Attachment 03); FSC Group 84, Special Purpose Clothing (Attachment 04), and FSC Group 84, Law Enforcement and Security Equipment (Attachment 05). The basic solicitation includes clauses, which are applicable to the solicitation/resultant contract. The basic solicitation has 14 attachments. Attachments 1-5 are product/services attachments as described above. Attachment 6 includes full text of clauses incorporated by reference; Attachment 7 addresses Commercial Services Subject to the Service Contract Act; Attachment 8 is a Modification Package for use in adding new models/SINs after award, Attachment 9 is a Modification Package to add Overseas Delivery to an existing contract, Attachment 10 is an Option Package for use in Exercising the Option to Extend the Term of the Contract, Attachment 11 pertains to terms and conditions for Leasing and Rentals, Attachment 12 addresses small business subcontracting plans, and Attachment 13 provides a copy of Federal Standard 313-D. Attachment 14 is a Notice to All Prospective Offerors regarding the Multiple Award Schedule (MAS) Program. Offerors must complete and return the basic solicitation and all attachments applicable to the product/services, which they intend to offer. Attachment 6 should not be returned. Please read the attachment entitled, Read Me, for information and instructions in completing the solicitation and attachment(s). This is a standing solicitation with no closing date for receipt of offers. This solicitation will remain in effect until it is replaced by another refreshed solicitation. The Federal Supply Schedule period is continuous and will contain contracts with periods that commence on the date of award (DOA) and expire five years (exclusive of any options) from the DOA unless further extended pursuant to any option to extend the term of the contract, or cancelled sooner. This solicitation contains an option clause, Option to Extend the Term of the Contract (Evergreen), which allows the Government to extend the contract three additional five-year periods, not to exceed a total of twenty years. All contracts will be indefinite delivery indefinite quantity contracts with a $2500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding Fee provisions. The Trade Agreements clause applies to this solicitation. No items are set aside for small business in this solicitation.
