Description
FY06 SUMMER SEED BUY - The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) ALL SEED WILL BE TESTED BY BLM PRIOR TO ACCEPTANCE. 4) Other evaluation factors include past performance. 5) The delivery date will be on or before 09/08/2006. 6) THE TOTAL ESTIMATED AMOUNT OF SEED IS 1,006,990 LBS. The Government reserves the right to award on any item offered in any category, or a combination of the categories, per the evaluation criteria specified in Section E, "Basis for Award," if it is in the best interest of the public and the best value for the Government to do so. The quantity estimated above includes only currently approved projects. Seed requirements for emergency wildland fire incidents demand that quantities specified in this solicitation are estimated only. Fire incidents which occur subsequent to this solicitation posting may create an urgent and compelling need for increased emergency fire stabilization, via reseeding, that if delayed would risk life, health, and or property of the public. THUS, EMERGENCY FIRE STABILIZATION NEEDS WHICH OCCUR SUBSEQUENT TO THE SOLICITATION CLOSING, BUT PRIOR TO EVALUATION AND AWARD, ENCOURAGE OFFERORS TO OFFER ANY AVAILABLE SEED ABOVE THE ESTIMATED AMOUNT FOR AN ITEM TO FULFILL EMERGENT NEEDS. For example, Item No. 2A -Big Bluegrass, Sherman variety shows an estimated amount of 2,000 pounds. If you have 10,000 pounds available to offer please complete columns 7-16 for 10,000 pounds. 7) For each Item No., the BLM will adhere as closely as possible to the estimated quantities listed in the schedule. However, based on emergency needs and the total offers received the actual quantity purchased by variety may vary from the original estimate. 8) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 9) Awarded dollar amount will be based on the bulk price per pound. 10) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 11) Germination for all seed will be determined by tetrazolium tests (TZ). Moisture content of all Sagebrush, Saltbush and Shadscale seed as delivered to the Government shall be less than or equal to 12% by weight. Moisture content of all other seed as delivered to the Government shall be less than or equal to 11% by weight. 12) Seed shall be delivered to the following locations: Boise, ID = BOI, Regional Seed Warehouse (in Boise, ID) = RSW, Shoshone, ID = SHO, Idaho Falls, ID = IDF, Ely, NV = ELY, Elko, NV = ELK, Winnemucca, NV = WINN, Burns, OR = BURN, Baker City, OR = BAKER, Vale, OR = VALE, Cedar City, UT = CED, Moab, UT, = MOAB, Richfield, UT = RICHF. Prices shall be based on delivery to any of these locations (F.O.B. destination).
