- The Army Contracting Agency, Capital District Contracting Center (CDCC) on behalf of the Department of the Army, Manpower and Reserve Affairs (M&RA) intends to issue a solicitation in approximately five (5) to ten (10) days as a 100% HUBZone set asid e. A Sources Sought announcement was previously issued under the number W91QV1-06-CON. The requirement is for providing Task Order and Financial Support to the HRsolutions Program Office located in Arlington, Virginia. The government anticipates award of a Firm Fixed Price contract with Other Direct Costs reimbursable as authorized. The Government will award only one contract for this effort. The period of performance is a base period of twelve (12) months plus four (4) twelve (12) month option periods. The NAICS code is 541611 with a small business size standard of $6.5 million. This contract will provide support for task order processing to contracts, which were awarded in each of four competitive areas allowing competitions for task orders in each area. T he competitive mission areas are Personnel Services and Support, Studies and Analyses Support, Recruiting and Retention Support, and Administrative Support. There are a total of twelve Indefinite Delivery/Indefinite Quantity prime contractors, three for ea ch mission area. Duties of this requirement include follow up on marketing leads and inquires to the interactive web site, assisting users with development of Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCE), facilitating the preparation of Government funding documents, risk analyses, processing task order documents within a Secure Portal System in a paperless office environment, conducting task order competitions, recommending awards to the COR, and performing routine busi ness planning, financial management, and related business support to the program office, assisting the contracting officer in evaluating competitive delivery order competitions, maintenance of financial records, including Military Interdepartmental Purchas e Request (MIPR) transactions, tracking delivery order financial reports, and avoidance of late payment charges and other administrative details of processing contract work. The project is unclassified. However, all contractor employees proposed for on-si te or full-time support must be eligible for a secret security clearance and a completed National Agency Check (NAC) in order to obtain a building pass and be granted access to the network.
