- This is not a solicitation, but rather a Sources Sought/Request for Information for the NAEW&C FC requirement to provide a modern non-motion simulator for the NE-3A aircraft. The Flight Training Device (FTD) will be located at the NATO Air Base Geilenkirchen, Germany. The existing NE-3A Cockpit Procedures Trainer (CPT) is to be upgraded to US Federal Aviation Administration (FAA) or European Joint Aviation Authority (JAA) equivalent, Level 6/7 FTD as defined by FAA Advisory Circular (AC) 120-45A to include fully integrated/operable navigator station. NE-3A FTD should also be fully convertible to provide Level 6/7 B-707 Transport/Cargo Aircraft training capability. As a flight crew trainer, today the CPT can only be considered equivalent to and FAA Level-1 FTD because of the CPT lack of fidelity with the aircraft in a number of key areas, particularly pilot?s instrumentation and flight controls. Level-1 is the designation for any device that cannot meet the standards of any other level and is not required to meet any qualification criteria. CPT upgrade to FTD shall achieve the following objectives; a. Enhanced Flight Crew Training b. Enhanced Maintenance Training c. Provide B-707/TCA Training d. Overcome CPT Diminishing Manufacturing Sources (DMS) Issues e. Improve Crew Resource Management (CRM)
