- The Veterans Integrated Service Network #20 (VISN20) Logistics Office (653/Bldg. #3/ Rm. A305), located at 913 NW Garden Valley Blvd, Roseburg, OR 97470-6523 is soliciting for a Service Disabled Veteran Owned Small Business (SDVOSB) contractor for a SDVOSB Set-aside for Upgrading Boiler Controls. The contractor shall provide all tools, travel, labor, materials, permits, licenses and supervision for demolition and upgrade of existing boiler controls as indicated in drawings and specifications for project 653-05-113. The NAICS code for this project is 238220 Size Standard 13.0 million dollars with a Firm Fixed Price contract being anticipated. Questions regarding this solicitation must be in writing to the Contracting Officer, via fax at 541-440-1276 or email: michael.fisher3@va.gov. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The solicitation will be issued on/about August 9, 2006, with a proposal response anticipated to be on or about September 7, 2006. The estimated project dollar amount is between $100,000.00 to $250,000.00. Any amendments to this solicitation will be available at the URL address and offerors are advised that they are responsible for obtaining amendments at the FedBizOpp website. Please complete the solicitation mailing list available on the web site as requested with in the solicitation package. Offers will be accepted from only responsible and responsive SDVOSB contractor. Technical Evaluation Criteria for this solicitation are as follows: 1. Past Performance, 2. Personnel/Equipment, 3. Management Capability & Approach, 4. Price. Past Performance, Personnel/Equipment, Management Capability and Approach, when combined, are less than Price. Technical and Price proposals must be presented at the time of the proposal response date. References must be presented at the time of offer responses. Pre-bid conference will be held on Friday, August 18, 2006, at 08:30AM PST at the VA Medical Center, 913 NW Garden Valley Blvd, Roseburg, OR 97470-6523, Bldg 10 (Engineering). !
