Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporated provisions and clauses that are in effect through the July 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars. This acquisition is NOT a small business set-aside and the North American Industry Classification System (NAICS) code is 519120 It is the intent of the National Library of Medicine to negotiate for professional services for: a) searching an outside bibliographic source (i.e., the OCLC WorldCAT, using the OCLC Connexion client) a minimum of 200 titles and a maximum of 450 titles in the Persian language as well as searching these titles in the NLM Voyager system and returning any duplicates uncataloged to NLM ; and b) where copy is available, providing descriptive cataloging, including vernacular descriptive elements, subject analysis, classification, and authority work, according to established cataloging rules and NLM copy cataloging procedures and supplying the vernacular descriptive elements; 3) preparing limited cataloging records for items for which no available copy is identified, according to established limited cataloging rules, including vernacular descriptive elements, subject analysis, classification, and authority work, and following NLM cataloging procedures; and 4) completing the 200-450 bibliographic records by importing and authorizing them in the NLM Voyager system. The services include applying the most recent updates to the Anglo-American Cataloging Rules, 2nd Edition (2002 Revision) (AACR2) and the Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and verification of name/series access points in the online authority file available online via NLM?s Voyager system; assigning NLM Medical Subject Headings (MeSH) descriptors and assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The work also involves application of transliteration rules, following the ALA-LC Romanization Tables, published in 1991 by the Library of Congress, input of vernacular characters following the conventions of the MARC 21 Format for Bibliographic Data and the coding of MARC 21 fixed field information and NLM local fields. The purchase order term will be September 18, 2006 through September 17, 2007 with options for one (1) successive one-year period. The FAR provisions and clauses cited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (June 2006) (http://www.arnet.gov/far). The following FAR clauses apply to this acquisition: FAR 52.212 4 (September 2005), Contract Terms and Conditions Commercial Items; FAR 52.212 5, Contract Terms and Conditions Required to Implement Statues of Executive Orders Commercial Items (June 2006).
