Description
The National Cancer Institute (NCI), Office of Workforce Development plans to procure on a sole source basis with People Process Solutions (PPS) Inc., Suite 405, 3219 Yonge St, Toronto, Ontario, Canada for coaching services for the Senior Executive Enrichment and Development (SEED) Program. The SEED program is designed for 15-20 NCI senior executives, GS-14 and above, who have completed a leadership development program. It seeks to provide professional enrichment and continual developmental activities including 1:1 coaching, quarterly speaker series, community of practice participation, assessments and access to a professional resource database. The purpose of the program is to strengthen the professional relationship between and among senior executives through enrichment, communication and collaboration by providing opportunities for professional growth and networking. Participation in the program will give senior management valuable exposure as champions of leadership and career development for the advancement of the NCI mission. It is designed to align formal learning to NCI?s mission, vision, objectives and strategies in real time. Program participants will receive executive coaching from highly qualified and accomplished certified executive coaches with years of experience and professional credentials in the science, medical, health, business and government fields. These requirements are essential to ensure the best fit between program participants and their coaches and to establish strong relationships based on trust and respect. In order to provide optimal coaching to NCI?s senior staff, coaches are required to possess such credentials. PPS has a network of national and international coaches with experience in the medical, scientific and government fields as leaders of business/organizations, complex projects and transitions. All coaches are certified executive coaches; additionally, defined leadership coaching engagement process to implement with each participant. This includes, but is not limited to, defining development and learning opportunities for greater success, providing resources and referral network for specific expertise and developing an action plan. PPS provides the best combination of exceptional service, competitive rates and coaching personnel with the valuable experience required to meet the needs of NCI senior executives both in the science and administrative communities. Given their extensive experience in providing coaching services to health and science organizations and having former scientific leaders as part of their comprehensive network, PPS coaches bring a critical and essential understanding of NCI?s senior executives? needs, thought processes and experiences. In addition to the high caliber and notable experience of their coaches, PPS has also tailored an exceptional coaching engagement process which compliments the other components of the SEED Program. Individual PPS coaches have provided coaching to a number of government agencies, health organizations and pharmaceuticals including, but not limited to: National Cancer Institute, NASA, Ontario Ministry of Health, Ministry of Defense (Canada), the Mayo Clinic, Toronto?s Hospital for Sick Children, Ontario Ministry of Health and Long Term Care, Institute Pasteur, SmithKline Beecham, Johnson & Johnson, Schering?Plough and others. PPS coaches bring skills, knowledge and experience in industries, sectors, business, leadership, management, coaching, building, leading, and sustaining organizations, vision, strategy, and implementation, leading change, systems thinking, and adult development and learning. The coaching engagement results in accelerated, measurable outcomes that are aligned with NCI?s mission, vision, objectives and strategies. Past PPS performances have enhanced organizational capacity of up to 30% in other organizations through leadership on the job and enhanced leadership capabilities. PPS approaches coaching as a learning experience which, not only improves performance and satisfaction in current roles, but also accelerates potential and performance in future or new roles. The fact that PPS provides a network of coaches locally and nationally allows participants to choose the optimal coach for the most effective engagement possible. This will not only improve and enhance ROI, but also add more value to the program and the organization as a whole. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on July 27, 2006. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted.
