Description
The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Intelligent Systems Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Allied Power, of Beaverton, Oregon, for the purchase of customized motor-encoder-winch assemblies. Sole source determination is based on the following: NIST currently has a one-year project to test technology used in underwater sensors. NIST utilizes the Robocrane suspension mechanism, which uses (6) six hoists, run in closed-loop servo mode, to manipulate a suspended platform in all 6 degrees of freedom (DOF). NIST currently owns (1) one hoist needed to attach to the existing Robocrane that has been tested for performance requirements and for compatibility with the NIST control system. Six (6) more hoists are needed in order for the Robocrane to work as required for the collection of data for the program. The hoist is customized to NIST’s requirements with four sub components and two electronic interfaces. The identical equipment is required to ensure 100 percent compatibility and functionality with the existing NIST Robocrane as configured. Compatibility issues with include: maximum length, width and height to fit between structural members on limited deck space of NIST test boat, required cable speed combined with required pulling force, compatible electronic interfaces with NIST control system hardware and software for motor speed control and position encoder feedback. Applied Power is the only contractor who can provide NIST with these customized hoists, configured in the exact manner as the original. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by June 27, 2006 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
