Description
The Bureau of Prisons is seeking quotes from sources having the ability to provide community based outpatient assessment and counseling services for male and female Federal offenders held under authority of United States Statutes located in the geographical vicinity of South of W Sweet Avenue, West of S Washington Street, North of W Arbor Avenue, and East of Riverside Park Road, Bismarck, North Dakota area and accessible to a local public bus transportation route. Performance period under this contract will be for a one year base period to begin on October 1, 2006 with four one year option periods with service ending (if all option years are renewed) on September 30, 2011. The services required for this contract include Line Item 1: Base Period, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year, Estimated Number of Inmates 6: (2) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 6 inmates = 288 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 6 inmates = 432 total units; (6) Mental Health Intake Assessment and Report (1 unit per inmate) 6 total units; (2) Medication Monitoring (1 unit per 6 inmates) 12 total units. Option Year One, Estimated Number of Inmates 7: (2) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 7 inmates = 336 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 7 inmates = 504 total units; (7) Mental Health Intake Assessment and Report (1 units per inmate) 7 total units; (2) Medication Monitoring (1 unit per 7 inmates) 14 total units. Option Year Two, Estimated Number of Inmates 8: (3) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 8 inmates = 384 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 8 inmates = 576 total units; (1) Mental Health Intake Assessment and Report (1 unit per inmate) 8 total units; (2) Medication Monitoring (1 unit per 8 inmates) 16 total units. Option Year Three, Estimated Number of Inmates 9: (3) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 9 inmates = 432 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 9 inmates = 648 total units; (9) Mental Health Intake Assessment and Report (1 unit per inmate) 9 total units; (2) Medication Monitoring (1 unit per 9 inmates) 18 total units. Option Year Four, Estimated Number of Inmates 10: (3) Intake Assessments; Individual Counseling Sessions (30 minute = 1 unit) 48 Individual Units x 10 inmates = 480 total units; Group Counseling Sessions (30 minute = 1 unit) 72 Units x 10 inmates = 720 total units; (10) Mental Health Intake Assessment and Report (1 unit per inmate) 10 total units; (2) Medication Monitoring (1 unit per 10 inmates) 20 total units. The services described shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated October 2005. The solicitation will be available on or after June 2, 2006 and will be distributed solely through the General Services Administration’s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 3, 2006. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
