- THIS ACQUISITION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation MUST indicate their intention in writing to the Indian Health Service (IHS), 1220 SW 3rd Ave, Room 476, Portland, Oregon, 97204, or by facsimile to 503/326-7425, for receipt by close of business 5/3/2005. Your submission must include the following (1) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (2) your date of HUBZone small business certification; (3) a statement of your bonding capability, including both single and aggregate totals; (4) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity and (5) the prime contractor will be required to perform 50% of the work with its own work forces. Using the description of the project in the synopsis below, identify what portions of the project your company will perform and what portions will be subcontracted out. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. Failure to submit complete information will eliminate a Contractor from consideration as an interested bidder for this solicitation. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. This project is located on the Burns Pauite Indian Reservation, Harney County, Oregon. Work to be performed, 1/LS Mobilization and Demobilization; construction of approximately 100/LF 8 inch PVC Water Main C900-DR18; 3/EA 8 inch gate valves; 1/EA 6 inch gate valves; 1/LS Water Main Connection 8 inch; 1/LS Water Main Connection; 2/LS Water Main Connection 6 inch; 15/CY Imported Pipe Embedment; 1/LS Pumphouse Structural; 1/LS Pumphouse Plumbing/Mechanical; 1/LS Pumphouse Electrical; 1/LS Well Casing Extension; 50/CY Gravel Access Road/Well Pad; 1/EA Fire Hydrant Assembly; 80/LF Fencing with gate; 1/LS Pumphouse Demolition/Removal; and all appurtenances necessary for a complete and operational system. The anticipated contract will be a firm-fixed price contract. The period of performance is approximately 120 calendar days. The estimated price range is between $100,00 and $250,000. Liquidated damages shall apply. The BUY AMERICAN ACT APPLIES. Indian Preference in hiring, suppliers, and subcontractors is required, including meeting respective Tribal Ordinances.
