Description
NASA/DFRC has a requirement to issue a sole source blanket purchase agreement (BPA) to W V Communications, Incorporated of Newbury Park, California to purchase Flight Termination System (FTS) control equipment and FTS transmitter components which will interface with, and be direct replacement parts for previously procured parts and systems. This equipment was specifically designed to NASA/DFRC's specifications. The FTS equipment to be procured must be electrically identical, form and fit compatible with the existing system design. These supplies will be provided via a "call order" type arrangement. Quantity: 1 Lot. NASA/DFRC intends to purchase these items using the authority for other than full and open competition at 10 U.S.C. 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." Justification is based upon WV Communications' unique and proprietary capabilities to the specific equipment design and manufature. Due to the highly specialized nature of the system, W V Communications is the only source with prior experience that is vital to the successful satisfaction of the requirement. Award to another source would result in substantial duplication of cost to the government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements to meet existing and future flight test support requirements. The Government intends to acquire a commercial item using FAR Part 12. Oral communications will not be accepted in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
