Description
This synopsis is being provided to publish a requirement for the Office of Research and Development?s (ORD), National Risk Management Research Laboratory (NRMRL) in Research Triangle Park, North Carolina which has a requirement for the upgrade of a heavy-duty vehicle emissions chassis dynamometer to improve system performance and data quality to support regulatory and enforcement needs. The current system is a 72? single roll unit powered by a 1000 HP AC motor through a 5.93 to 1 reduction gearbox. Inertial forces from 5,000 to 80,000 lbs. are simulated at speeds up to 85 mph and accelerations to machine capability. The system is controlled by 2 computers; one operates the dynamometer through the Control Techniques Unidrive system and the other supervises the test protocol and drives the other computer. It is anticipated that the upgrade will include, but not be limited to, removal and replacement of the existing motor and gear box and the repowering the dynamometer with the existing Control Techniques Unidrive motor controller and one or two directly driven motor(s). The upgrade will also include the installation of improved dynamometer control software and integration of this software with an AVL supplied GEM-201L Advanced Automation system that controls the instrument bench and records the emissions results. Detailed Hardware/Software/Installation and Performance Specifications and Tests shall be provided in the forthcoming solicitation. The solicitation will also provide information regarding system documentation, training, and warranty requirements. The North American Industry Classification Code is 811310 with a small business size standard of $6.5 million. A written solicitation, PR-CI-06-10991, is anticipated to be issued during the week of July 31st. All responsible businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. Additional information regarding the specific requirements and specifications for the components involved in this acquisition will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Products must meet all the minimum requirements of the Statement of Work (SOW) in order to be acceptable. In addition to price, it is anticipated that the following factors will be used to evaluate the offeror?s technical proposal: responsiveness to the SOW, previous experience, schedule and delivery, and past performance. Award will be made to the offer that represents the Best Value. Contract type will be firm fixed price and a schedule will be provided with the solicitation to allow for provisional progress payments.
