Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Firm Fixed Price contract to procure on an other than full and open competition basis from EaglePicher Technologies, LLC, 120 Flight Termination System Thermal Batteries EAP 12194 in support of the HARM Missile. Contract award is estimated to be 1 October 2006. The Thermal Batteries EAP 12194 were procured as part of the Flight Termination System, FTS, and provide the redundant power source for the HARM FTS. All FTS are governed by Range Safety's Document RCC 319 and each component must be qualified. The EAP 12194 thermal batteries have been inspected, tested and subjected to the missile environment including temperature, acceleration, vibration and shock. The EAP 12914 has also been qualified and approved by Range Safety for the HARM FTS. Development and qualification of FTS components would require, but are not limited to, development cost, qualification costs, documentation costs, and range safety review and approval costs. Award to any other source would result in a substantial duplication of cost to the Government that would not be recovered through competition. EaglePicher is the only source with the qualified and approved Thermal Batteries EAP 12194. Interested persons may identify their interest and capability to respond to this requirement. In order to hand deliver offers, carriers must check in at the Pass and Identification Office located at CBC Port Hueneme Base, Port Hueneme, CA, Building 1183, adjacent to the Sunkist Gate on Ventura Road, phone number (805) 982-5003. Offerors are cautioned to leave enough time to be processed by the Pass and Identification Office, which is about 5 miles from Point Mugu. A valid driver's license and evidence of vehicle registration and insurance will be required at Bldg. 1183. Failure to obtain access to the issuing office shall not be justification for consideration of a late proposal by the Government.
