- REQUEST FOR INFORMATION. The purpose of this notice is to perform market research to identify companies who manufacture hemorrhage control dressings that have been tested through the US Army Institute for Surgical Research (USAISR) and/or the Office of Naval Research/US Marine Corps (ONR/USMC). The dressing must be an approved US Food and Drug Administration (FDA) hemorrhage control dressing for external temporary control of severely bleeding wounds. The hemorrhage control dressing must utilize bio logically compatible hemostatic materials that can be put onto or into a casualty. When combined with short duration direct pressure, the dressing will provide safe, enhanced hemorrhage control in wounds with severe arterial and/or venous bleeding. Comba t Medics, Combat Life Savers, and other medical personnel will use this dressing for severe hemorrhage control with the possibility of being issued to each soldier deployed to a combat zone. THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATIO N AVAILABLE AT THIS TIME. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to this Request for Information synopsis . Respondents capable of satisfying the requirement must submit information about their product along with verification of FDA approval as a hemorrhage control dressing for external temporary control of severely bleeding wounds. The response must also in dicate if the product has been tested by either USAIR or ONR/USMC. If the product has been tested, the respondent must provide a copy of the published article that provides the results of the testing by USAIR or ONR/USMC. Respondents must state their ide ntifying business size (small business, small disadvantaged business, or large business). All responses must be received by 12:00 Noon Eastern Time, Wednesday, 2 August 2006. Narratives should be e-mailed to Mrs. Donna Blackstone at donna.blackstone@det. amedd.army.mil.
