Description
1. CONTRACT INFORMATION: a. These services are for geospatial data acquisition (existing data), management, and analysis services for water resource studies and projects located within the U.S. Army Corps of Engineers, Southwestern Division includi ng all or parts of TX, OK, AR, KS, LA, MO, and OK; and for military facilities within the Southwestern Region of Installation Management Agency (IMA) including AZ, CA, LA, NM, NV, OK, and TX. The North American Industrial Classification System Code is 541 990 with a size standard of $6,500,000.00 in average receipts and corresponding SIC 8999. The solicitation is expected to be issued on/about August 3, 2006. This announcement is open to all business regardless of size and all offers will be considered. T he award is anticipated to be made on or about September 30, 2006. One Indefinite Delivery Indefinite Quantity contract award will be made from this notice with a total contract value of $10 million ($2 million for the Base period with four one year optio n periods, each worth $2 million). The Service Contract Act will apply to this acquisition. The proposed services will be obtained by a Best Value Negotiated Firm-Fixed Price Contract. Technical and Past Performance will be significantly more important than price. Task Orders issued against the contract awarded under this announcement may be by or for other Government agencies. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the C CR Internet site at http://www.ccr.gov The Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: (1) uniquely specialized experience, (2) performance and quality of deliverables, (3) ability to accomplish the order in the required time, (4) equitable distribution of work among the contractors. If a large business firm is selected for this announcement it must comply with FAR 52.219-9 clause regarding the requirement for a subcontract ing plan on that part of the work it intends to subcontract. The subcontracting goals for the Fort Worth District which will be considered in the negotiation of this acquisition are: (1) at least 41.2% of a contractors intended subcontract amount be pla ced with small businesses (SB); (2) at least 8.8% of a contractors intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 7.3% of a contractors intended subcontract amount be placed with women-owned SB (WOSB); (4) a t least 1.5% of a contractors intended subcontract amount be placed with service-disabled veteran-owned SB; (5) at least 3.1% of a contractors intended subcontract amount be placed with HUBZone SB. The plan is not required as part of this submittal, but will be required if a large business is selected for award. Before a small disadvantaged business is proposed as a potential subcontractor, they must be certified by the Small Business Administration and registered in the Central Contractor Registration (CCR) database. Failure of a proposed small disadvantaged business to be certified by the Small Business Administration at the time proposals are submitted will result in their elimination as a proposed subcontractor. 2. PROJECT INFORMATION: No specific projects are identified at this time. Task Orders issued from this contract will include, but not limited to: collect data, conduct field surveys, site visits, interviews, literature searches, prepare and conduct brief ings and presentations, and prepare reports. Contractor will have expertise in spatial data software systems, Bentley compatible CADD, ESRI compatible GIS, including IMS and SDE, AutoCAD compatible CADD, enterprise GIS systems, including implementation p lanning, design, deployment and maintenance, computer modeling/simulations that depict end-state conditions. Contractor will have expertise in providing on-site system and software support for GIS based decision support services. Contractor will have expertise with Corps Missions and processes that require GIS support services including military programs, water resource planning, operations activities, real estate actions, and enterprise GIS initia tives. Contractor will have capacity to perform multiple projects simultaneously. Contractor will provide a wide variety of professional disciplines Contractor will have expertise with web page development, design, implementation and maintenance in support of planning related studies. Contractor will be located in geographical proximity relative to area of operations and maintain, understand and remai n current on SDSFIE (Spatial Data Standard), and AEC (Architectural Engineering CADD Standard). Past Performance and Price will also be considered. Contractor shall conduct operations in a safe manner in accordance with CE Safety and Health Requirements M anuel (EM 385-1-1) revised November 2003. SOURCE SELECTION: The offeror shall provide past performance information. References shall include relevant contracts performed for federal agencies and/or commercial customers within the last three (3) years. Relevant contracts/orders include contracts/orders for similar types of services described in this solicitation and of the same magnitude (contracts that are greater than or equal to the dollar value) of this solicitation as a minimum. Provide any informat ion currently available (quality awards/certifications, commendation letters, metrics, customer surveys, independent surveys, etc.), which demonstrates customer satisfaction with overall job performance and quality of complete product for same or similar c ontracts. The Government intends to make contract award from initial offers; however, the Government reserves the right to conduct discussions if necessary. Offerors proposal that represents the best value to the Government shall be selected.
