- Pre-Solicitation Notice The Contracting Center of Excellence contemplates posting a solicitation within 15 days for a requirement necessary to provide support for Enhancements for Hard & Deeply Buried Target Defeat and the New Triad for the Office of the Under Secretary of Defens e (Acquisition, Technology and Logistics). The New Triad has delineated the diverse capabilities needed to achieve our national strategic objectives. Ballistic missile defenses, passive defenses, non-nuclear strategic strike systems, and the future trans formed conventional force all will contribute to meeting U.S. deterrence objectives. Key to these is an increased contribution from non-nuclear means to achieve U.S. objectives. This is an important theme of the Nuclear Posture Review (NPR), but non-nucl ear means alone are unlikely to satisfy U.S. objectives in all circumstances. U.S. nuclear weapons will continue to play a unique deterrence role. As in the Cold War, such weapons should cause virtually any hostile nation to step back and think again abo ut the dangers of Weapons of Mass Destruction (WMD)-backed aggression and WMD escalation. The Performance Work Statement contains several tasks that will assist Office of Secretary of Defense (OSD)s efforts to oversee New Triad program development and ex ecution, while providing the information to support the maintenance enhanced deterrence. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to provide support as define d in the Performance Work Statement. A Firm Fixed Price/Time and Material Contract is intended and is expected to be competed as a 100% Small Business Set-Aside. The NAICS code is 541710. The period of performance will be a base year plus four one-year (12 months) option periods.
