- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with MTI Microfuel Cells, Inc., 431 New Kearner Rd., Albany, NY 12205-3868 for the purchase of the following test equipment item: 1) Two (2) Fuel Cell Kits; Each kit contains 9 500WH Fuel Cell Refill Cartridges. These items are refill cartridges for Mobion Fuel Systems presently in use. Substitution of these fuel cell kits are unacceptable due to the negative impact on the testing both in terms of cost and schedule. Justification is based on MTI Microfuel Cell, Inc. as the sole developer of these items which are compatible with existing equipment items at AFRL Rome Research Site. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received (quote with product specifications) will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is set aside 100% small business. The NAICS code is 335999. This procurement shall be awarded under Simplified Acquisition Procedures (SAP).
