Description
This solicitation announcement (SIR) DTFACT-06-R-00035 is to notify interested parties in accordance FAA AMS 3.2.1.3.12 of the FAA's intentions to procure the following Construction Services. This announcement does not obligate the FAA to procure the services so listed. General Contractors are to perform 50% of the requirement/work. Work to include replacing the existing main fire alarm detection and suppression systems located in buildings 204,211,211A, 211B, 212, 273, 274, 275, 275A, 276, 287, 292, and install new clean agent suppression system in buildings 204 and 213. All buildings are within the confines of the FAA Tech Center located next to the Atlantic City International Airport, New Jersey 08405. Overall period of performance will be 180 after notice to proceed. Price proposals will be required in response to the solicitation announcement. A Mandatory Site visit will be held on August 3, 2006 at 9:30AM EST with all parties meeting at the Security Operations Center Main Gate. It is estimated to take 3 hours to complete the site visit. It is strongly recommended the subcontractors attend the site visit. Security issues require companies to identify personnel whom will attend the mandatory site visit prior to the meeting and also to allow the Government to set up ample transportation arrangements to building locations. Proposals will only be accepted from site visit participants. Drawings, Spec's, and the solicitation document(s) will be handed out to site visit participants only. The cost to obtain Drawings/Spec's and the Solicitation shall be $100.00 (non-refundable). Only cashier checks or Money orders will be accepted and made out to the FAA W.J. Hughes Technical Center. Please provide a copy of the Check/Money Order if original was mailed when attending the site visit. Estimated range for this project is between $250,000.00 and $500,000.00. Bid bond shall be 20% of proposal amount, and submitted with proposal. Performance & Payment bonds in the amount of 100% of contract price are required within 10 days after award. Subcontractor plan will be required with proposals. Proposals will only be accepted from site visit participants, no exceptions. This is a Full & Open competitive requirement. The NAICS code for this requirement is "236220" Commercial and Institutional Building Construction. The size standard is $31 Million Dollars. The NAICS Code is reference only for statistical purposes only. The SIR is expected to result in a single Firm Fixed Price contract. All questions/inquiries must be submitted via e-mail only to jerry.Hendricks@faa.gov and submitted by 08/09/2006. The William J. Hughes Technical Center is a secure Government Facility. All personnel must comply with FAA Security Requirements. No telephonic requests will be honored. Proposals are due by 08/17/2006 2:00PM local EST in accordance with instructions set forth in Section "L" of this solicitation.
