Description
THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES COAST GUARD (USCG) RESEARCH AND DEVELOPMENT CENTER (RDC) IN GROTON, CT. This Request For Information (RFI) is part of a market research effort to assess industry capabilities that will best address the USCG?s need. The USCG RDC is chartered to conduct research, development, testing and evaluation activities. The USCG RDC is seeking sources capable of providing a handheld and/or desktop-size system for trace narcotics and explosives detection to support an 18-month test and evaluation (T&E) study. The goal of the T&E study is to determine current capabilities for trace narcotics/explosives detection using portable systems and support development of functional specifications for future USCG acquisitions. The desktop trace narcotics and explosives detection systems shall: (1) Be able to perform simultaneous narcotics and explosives detection; (2) Have been certified by the Department of Homeland Security (DHS) Transportation Security Laboratory (TSL) for Explosive Trace Detection. A copy of the DHS TSL certification should be submitted with the response to this RFI; (3) Be able to detect less than 1 nanogram (ng) of methamphetamine, less than 1 ng of cocaine, less than 5 ng of heroin, and less than 5 ng of THC; (4) Be able to analyze swiped samples without any pretreatment; (5) Be able to store the analysis data (e.g., results and device settings) from at least 300 tests (i.e., one test is performed for each collected and introduced sample) and transfer (e.g., via floppy disk or USB flash drive) analysis data to a computer for archiving and detailed post-processing analysis; (6) Be able to operate with covert alert options; (7) Weigh and measure less than 45 lb and 3,300 cubic inches, respectively; (8) Indicate delivery time of system after receipt of order assuming no more than five systems; (9) Only Government-Off-the-Shelf (GOTS) and Commercial-Off-the-Shelf (COTS) systems will be considered for testing; and (10) Provide estimated cost of each system FOB destination. The handheld trace narcotics and explosives detection systems shall: (1) Be able to perform narcotics and explosives detection; (2) Have passed the acceptance tests conducted by DHS TSL for handheld explosive trace detection. A copy of the DHS TSL notification confirming successful passage of the acceptance tests should be submitted with the response to this RFI; (3) Be able to detect less than 2 ng of methamphetamine, less than 5 ng of cocaine, less than 55 ng of heroin, and less than 15 ng of THC; (4) Be able to analyze vapor and swiped samples without any pretreatment; (5) Be able to store the analysis data (e.g., results and device settings) from at least 150 tests (i.e., one test is performed for each collected and introduced sample) and transfer (e.g., via floppy disk or USB flash drive) analysis data to a computer for archiving and detailed post-processing analysis; (6) Be able to operate with covert alert options; (7) Be able to operate by battery power; (8) Weigh and measure less than 8 lb (with battery) and 720 cubic inches, respectively; (9) Indicate delivery time of system after receipt of order assuming no more than five systems; (10) Only Government-Off-the-Shelf (GOTS) and Commercial-Off-the-Shelf (COTS) systems will be considered for testing; and (11) Provide estimated cost of each system FOB destination. Statements addressing the above capability areas shall be limited to ten (10) pages, 20 pages if addressing both systems. Page limit does not apply to DHS TSL Desktop certification and Handheld notification documents.
