- The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) will be doing an award for Medical Verification Services, per the attached statement of work (SOW) This is a synopsis for commercial services and items prepared in accordance with the format in FAR Subpart 12.6. The Request for Quote will be uploaded separately. The solicitation is being conducted under Simplified Acquisition Procedures, using FAR 13.5 Test Program procedures. The associated NAICS code is 518511 and the small business size standard is $23 million. The government will award a firm-fixed price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be a Best Value award, based on factors in the Request for Quote (RFQ). Award will be made without discussions. Quotation should include both a technical and cost proposal. The technical proposal should include a plan, as to how the SOW shall be addressed, and the evaluation factors, in the RFQ, should also be addressed. The cost proposal should address the no. of hours that shall be used, and costs related to performing the SOW and meeting the evaluations factors. The proposal shall be no more than 15 single sided pages, using a font no smaller than a size 10. Questions should be addressed to Ms. Marolyn Cross, marolyn.cross@dhs.gov.
