- The National Institutes of Health (NIH), Office of Research Facilities Development and Operations (ORF), intends to negotiate and award to Telvent USA, Inc, a sole source fixed price contract under the authority of FAR Part 6.302-1 for the operation and maintenance of recently replaced sections of the NIH campus? electrical Supervisory Control and Data Acquisition (SCADA) system. Currently, the project to replace the existing system is in the phase of final completion. It was awarded under the Potomac Electric Power Company (PEPCO) GSA Utilities Areawide Contract with Telvent as the primary subcontractor and provider of hardware and software for the system. As each phase is completed, a corresponding section of the existing system is decommissioned. Support is required to maintain and operate the sections furnished by Telvent. These services are currently provided under the contract with PEPCO until the Telvent system installation is complete, and accepted by the government. A new contract will then be required to maintain and operate the Telvent system for a period of two (2) years. No other known vendors have the knowledge or legal rights to service the hardware and software utilized to maintain the system as it is proprietary data. Additionally, no other known vendor?s have the working knowledge and familiarity of the project that is needed to successfully operate and maintain the system. Therefore, it has been determined that Telvent is the only viable source that can fulfill the government?s requirement. NO SOLICIATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting the NIH's requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. A determination not to compete the proposed contract based upon the responses to this notice is solely within the discretion of the Government.
