Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the Center for Scientific Review (CSR) at the National Institutes of Health intends to negotiate and award a purchase order on a noncompetitive basis to Dr. Theodore A. Kotchen, 2906 E Newport Avenue, Milwaukee, Wisconsin 53211, to continue to provide special advise on clinical research to the CSR Director. Dr. Kotchen has provided advice to the previous CSR Director and worked closely with senior CSR staff to identify problems in review of clinical research applications. The Statement of Work is as follows: The Center for Scientific Review (CSR) is in need of a special advisor on clinical research to the CSR Director. The Contractor will examine the proposed reorganization of study sections and work with IC staff to identify perceived problems in review of clinical research applications and to invite suggestions for proposed solutions. In the role as advisor, the Contractor will meet with appropriate groups both external and internal to NIH and develop proposals for improved review of clinical research applications and will serve as a liaison with the external clinical research communities to: a) Transmit information about CSR?s reorganization efforts; b) Obtain feedback on the proposed changes; c) Help educate beginning clinical investigators; d) Develop approaches for recruiting more reviewers for patient-oriented proposals. The Contractor will also examine CSR practices and suggest new approaches to reviewing clinical research proposals. The contractor specifically will: 1) Advise CSR on the clinical aspects of its reorganization; 2) Develop proposals for improving the review of small groups of clinical applications; 3) Develop mechanisms for identifying and tracking the review and outcome of clinical research proposals; 4)Propose new ways to administrative issues related to clinical research that require review, such as human subjects and data safety and monitoring. The period of performance is expected to begin on October 1, 2006 through September 30, 2007. This project should be completed through periodic visits by the contractor. Space will be provided on site for the completion of this task. The sole source determination is based upon the continuation of Dr. Kotchen involvement in the CSR Clinical Research as advisor to the previous CSR Directors, senior CSR staff and publication of papers on peer review and clinical research applications. Based on Dr. Kotchen knowledge and experience of the Federal, NIH, and CCR policies and procedures, rules and regulations in the areas of Clinical Research and Grants Applications, he will be able to work closely with the new CSR Director and senior staff providing advise and guidance. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Par 6, Competition Requirements, is not applicable simplified acquisition. The North American Industry Classification System (NAICS) applicable to this requirement is 541990, Size Standard $6.5 million dollars. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements and meet the following technical evaluation criteria. 1) Demonstrated knowledge and understanding of the CSR Clinical Research; 2) Experience on reviewing clinical research proposals; 3) experience with the external clinical research communities; 4) Minimum of PHD education from an accredited University; 5) Proof of past performance on similar projects. The contractor shall submit a statement of interest which includes: a firm fixed price, documentation of similar projects, at least three (3) references documenting successful past performance in meeting the Government?s minimum specifications. The submission will be evaluated on the submission of the above documents on or before August 4, 2006 by 4:30 p.m. Eastern Standard time. The submission must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNs), the Taxpayer Identification Number (TIN) and the offerors Business size. The Offeror must also register in the Government?s Contractor Registry system. Note ?http://www.ccr.gov.? The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
