Description
PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is being issued unrestricted as Request for Quotation No. 2006-Q-08842. The NAICS is 334516 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. The Centers for Disease Control and Prevention, NIOSH, Health Effects Laboratory, Morgantown, WV has a requirement a submicron particle size analyzer capable of measuring mixtures of different sized particles using multiple angle positions of laser light scattering. In addition the instrument must have the capability to do rapid single scans which are necessary to measure rapid changes in the particle sizes of our samples as particles attach to each other in the solution. Provide the following Contract Line Items (CLINS) in accordance with these minimum specifications: 1) Size range capability of 1 - 6000 nanometers; 2) Solid state laser is preferred due to longevity of this type of laser; 3) Minimum acceptable reproducibility of 2%; 4) The concentrations of our samples will be high. Therefore, the instrument should be able to operate with high particle concentrations of at least 30% (weight/volume); 5) Instrument should be capable of determining particle size distribution rapidly (<100 milliseconds) using non-mechanical scanning; 6) Quote should include software, PC, monitor and all necessary accessories (mouse, disk drives, ect) necessary to operate the instrument. This PC will be dedicated to this instrument, and will not be connected to the NIOSH LAN; 7) On-site set-up, calibration and training of lab personnel; 8) Off-site (Factory) training after initial period of using the instrument. This training should allow us to bring samples from our own laboratory, not company standards; and 9) Instrument should be 21 CFR Part 11 compliant. CLIN 0001 Submicron Particle Size Analyzer in accordance with attached specification, Quantity one (1) each; CLIN 0002 Shipping costs, if applicable (FOB Destination preferred). DELIVERY SCHEDULE: Delivery is desired within 30 days after receipt of award. IF GSA Pricing is available, please indicate such with each CLIN. EVALUATION: Quotes will be evaluated in accordance with applicable acquisition policies and procedures. If shipping costs apply, they must be identified and will be considered in determining overall cost to the Government. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote conforming to this solicitation is considered most advantageous to the Government, price and delivery considered. Failure to provide sufficient information to demonstrate compliance with all requirements included herein may result in rejection of your offer. GENERAL INFORMATION: All prices desired to be F.O.B.
