Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SB1341-06-Q-0568 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Thursday, July 27, 2006 at 00:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899 The National Institute of Standards & Technology requires the following items, MEET OR EXCEED, to the following: LI 001, Four (4) Identical Sets of Brushless DC Servo Motors with gearheads, power supplies, and connectors. Must meet or exceed the following specifications: Motor: 1) Brushless DC servo. 2) 0.38 N-m continuous torque or higher. 3) 1.27 N-m peak torque. 4) 3800 rpm top speed (unloaded) or higher. 5) 2000 count built-in encoder resolution or higher. 6) 1.0 kg weight or lower. 7) 20 V to 48 V DC input. 8) Built-in magnetic brake providing 0.3 N-m of static holding torque or higher. 9) Standard 23 NEMA mount. Amplifier Driver and Motion Controller: 1) The amplifier and controller must be integrated into the motor as one single unit. 2) Closed loop controller capable of position, velocity, and torque control modes. 3) Communication through RS232 or RS485 interface protocols. 4) 4 kHz or higher PID servo update rate. 5) 32-bit resolution for position, velocity, and acceleration. 6) Must be able to change position, velocity, acceleration, and PID gains on the fly without stopping motor. 7) Must be able to store and run programs from within the built-in motion controller. 8) Must be able to easily expand the number of motor/amplifier/controller sets to at least 9 in order to do 9-axis coordinated motion. Gearhead: 1) 16:1 gear ratio. 2) 23 NEMA standard motor mount. 3) 5000 rpm maximum input speed or higher. 4) 85 % efficiency or better. 5) 12 arc-minute standard backlash or lower. Power Supply: 1) Capable of powering at least one motor/amplifier/controller combination (preferably 2 or more at a time to reduce the number of power supplies needed). Connectors: 1) Connect motor/amplifier/controller power, inputs and outputs, and communications to power supply, host computer, and external sensors. 2) 10 m length cables., 1, LT; For this solicitation, National Institute of Standards & Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards & Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com.
