Description
Below are questions that have been submitted about RFP RA133W06RP0182 and the Government's responses. Also note that a 2002 American Geophysical Union poster is now included as an attached PDF file. Question 1: Will the Government provide the code for the models required to complete Task 4 to the Contractor, to be run on the Contractor?s computer systems? Alternatively, will the Government provide the Contractor with the means to run these models on the Government?s computer systems? Answer: The Government will not provide the models required to complete Task 4. Neither the source code to be run on the Contractor?s computer systems nor the Government?s computer systems will be provided. Most of these models are in the public domain, with exceptions noted below for the HAFv2 model. The Contractor is expected to contact the authors of the models as needed to determine the necessary information and/or obtain the source code. Note that Exploration Physics International, Inc., (EXPI) retains commercial proprietary rights to the Hakamada-Akasofu-Fry (HAFv2) model. HAFv2 is also subject to Export Control. (EXPI) 6275 University Dr. NW, Suite 37-105 Huntsville, AL 35806-1776 Tel: 256-971-4080 Email: gfry@expi.com Question 2: Will the Contractor be required to run the XFL and FLA flare location algorithms to complete Tasks 5-7, or will the Government provide all necessary outputs from these algorithms to the Contractor? Answer: The Contractor will not be required to run the XFL and FLA flare location algorithms. As stated in C.1.1.3.b, the government will furnish the Edited Events dataset that includes the XFL and FLA result values. The dataset furnished will include necessary supporting information, such as date and time, maximum flare brightness, etc. Question 3: In addition to the SEC Edited Events data set and the SXI Image dataset, can the Government furnish the SXI flare location algorithm? If not, can the Government furnish references concerning this algorithm? Answer: The most detailed description of the reference is contained in a 2002 American Geophysical Union poster, which is now included as an attached PDF file. Note that this poster conceptually represents the algorithm, but changes to parameters have been made since GOES 12 entered operations in 2003. The Government does not intend to furnish the flare algorithm because it is not necessary for the work to be performed. The Government may reconsider its decision if provided with a compelling reason why furnishing the algorithm (as code) would enable better performance of the tasks 5-7. Question 4: Is it the intent of the Government to furnish the complete SXI image data set or only a subset? If it is the latter, how is this subset defined? Answer: As stated in C.1.1.3.b, ?The comparison will be done on limited but representative periods of high, moderate, and low solar activity.? The Government will select the representative periods and provide the data for those periods only. The Government expects to select no less than one Carrington rotation worth of data for each level of solar activity. The total data will include no more than 6 Carrington rotations worth of data.
