Description
The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Puerto Rico for technical assistance in monitoring and data collection in support of coral reef work in Puerto Rico. This is a continuation of joint effort of more than five years between the University and NMFS. The following tasks are required in support of the study: A: Monitoring coral reef communities at Desecheo Island and Mona Island in Puerto Rico, including the Fortuna Reefer restoration site. Products and services provided: 1) In conjunction with Principle Investigators (PI), execute research and logistics plan for monitoring coral and reef fishes (community structure), coral disease, and environmental parameters at Fortuna Reefer grounding/restoration site and long-term coral disease sites on Desecheo and Mona Islands, Puerto Rico. 2) Coordinate with PIs the development of monitoring protocols for coral, coral disease and fish monitoring and data analysis. Include training program and sessions, including quality control-quality assessment. 3) Provide field monitoring data, following agreed-upon monitoring protocols, examining community and environmental parameters. Data are to be entered into computerized format and provided within 3 months of the completion of each field expedition. 4) Coordinate field surveys and method calibration work with PIs. B: Distribution of trap fishing and effects on habitats in coral reef ecosystems Products and services provided: 1) Obtain current and historical trap fishing effort data from state resource agencies and assist interpretation as necessary. 2) Conduct surface vessel surveys of fish trapping locations using GPS, conduct diver surveys of trap-related habitat damage, collect underwater photos/video of trap habitat damage, and conduct repeat surveys of damage-recovery sites. Provide 1 captain, 2 divers, 1 boat, boat fuel and maintenance, and dive tank rentals/refills for at least 20 days of field operations. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). Initial award is for one year with 4 option years. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
