Description

The National Institute of Standards and Technology (NIST), Building Environmental Division intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with FLIR Systems Inc of North Billerica, MA, for the acquisition of services to provide a System upgrade for a AGEMA Thermovision 900 infrared (IR) cameras. The upgrade shall provide a means for interfacing and operating the two IR cameras (LW and SW) using a Windows 2000/XP-based PC. The upgrade shall permit the same functionality of the original, and now obsolete, OS9 controller while allowing additional features such as the ability to capture and process thermal images in real time. As part of its post-image processing features, the upgrade shall allow as means for emissivity correction and data transfer/export to a Microsoft Excel spreadsheet. Sole source determination is based on the knowledge that the NIST is unaware of any other company besides FLIR Systems (and its sister company in Germany, Automation Technology) that offers a product to allow the sought-after upgrade of the existing infrared camera system, an Agema Thermovision 900 system. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 500 people. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 28, 2006 will be considered by the Government.
