Description
The purpose of this solicitation is to secure services for non-commercial thinning of conifer trees and treatment of the resulting slash on selected areas on the Heppner Ranger District of the Umatilla National Forest. The Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies and incidentals to perform all work specified herein. Contractor shall provide non-working crew leaders who can read, write, and speak English. Crew leader must have experience and knowledge of non-commercial thinning, tree species identification, disease and insect damage identification specific to Blue Mountain area stand conditions and intermittent stream identification. A qualified crew leader must accompany each crew at all times while working on the job site. Crew leaders are subject to Government approval. Contractor shall provide inspection personnel who can read, write and speak English, perform and document quality control and any inspection procedures proposed. Inspection personnel must have experience and knowledge of non-commercial thinning, tree species identification, disease and insect damage identification specific to Blue Mountain area stand conditions. A qualified inspector must accompany each crew at all times while working on the job site. Inspectors are subject to Government approval. Crew leader and inspector may be combined into one position if qualified and crew size is less than twelve. Contractor shall provide crew workers who have sufficient experience and knowledge of non-commercial thinning, tree species identification, disease and insect damage identification specific to Blue Mountain area stand conditions to select the desired leave trees. No material designated to be cut in accordance with this contract may be removed from National Forest land by the Contractor under the terms of this contract. The solicitation will be posted to FedBizOpps on August 4, 2006.
