Description
This office is currently is the acquisition planning process for the follow-on contract for Vehicle Operations, Maintenance and Analysis. VOM at Tinker AFB OK includes maintenance as well as vehicle operations. The maintenance portion of this acquisition covers approximately 1300 vehicles to include sedans, 7, 9 & 15 passenger vans, 1 & 1 ½ ton trucks, pick-up trucks, 28 and 44 passenger busses, fire trucks, 25 and 40 K aircraft loaders, 4, 6, 10 & 15K forklifts, elevator loaders, de-icers, ambulances, dump trucks, M109 utility trucks, Military Design vehicles (M35A1&2, M9230), 5 & 7 ton semi-trailers, 30 & 40 foot trailers, 25 & 50ft cranes, R-11 refuelers and hose carts. The operations portion of this acquisition includes taxi support, base support, cargo services, wrecker services, shuttle bus services, vehicle control function, fleet analysis, VIP support services, travel license support, Staff Assistant Visits (SAV), renting and leasing of vehicles, and management of over 200 vehicles in the GSA lease program. There are several changes that the Government is considering for the new acquisition and the purpose of this Request for Information (RFI) is to get comments from industry regarding these changes. First: The Government believes that the current NAICS code of 811118, Other Automotive Mechanical and Electrical Repair and Maintenance, may not be the NAICS code that best represents the complete scope of work to be performed. The Government is planning to change the NAICS code to 561210, Facilities Support Services, because this NAICS code better represents the complete scope of work to be performed. Second: The current contract was awarded through full and open competition procedures and was not set-aside for small business. The Government would like to consider some kind of small business set-aside for the new acquisition and is interested to see what small business respondents are interested in this acquisition. Third: One of the provisions of the current contract is for the Government to provide vehicles as Government Furnished Material (GFM) for taxi support, base support, cargo services, wrecker services, shuttle bus services, vehicle control function, fleet analysis, VIP support services, travel license support, Staff Assistant Visits (SAV), renting and leasing of vehicles, and management of over 200 vehicles in the GSA lease program. The Government is anticipating changing this requirement so that the successful contractor will be required to furnish these approximately 70 vehicles. In addition, the successful contractor will be required to replace contractor furnished vehicles as necessary to meet the serviceability requirement of the statement of work; therefore, it may be necessary for the successful contractor to replace vehicles more that once during the performance of the contract. Fourth: The Government would like to utilize a 10 year period of performance for the follow-on contract but is not sure that industry will be able to have pricing information to account for costs (such as vehicles) during the latter years of the contract. Interested parties should provide a capabilities report, including past performance information, for the response to the second question and should provide a specific response to the remaining three questions as applicable.
