Description
GENERAL CONTRACT INFORMATION: (Amend #0001) This is a PRE-SOLICITATION NOTICE to be issued as an Invitation For Bid for the National Park Service, Alaska Regional Office. NAICS Code will be 238160 and the size standard is $13,000,000. This acquisition will be 100% set-aside for HUBZone Small Business. GENERAL DESCRIPTION OF WORK: The successful bidder will provide all labor, materials, transportation, travel, tools, and necessary supervision to complete the construction of a roof structure over a fueling station (645 sq ft) and the erection of a prefabricated steel building over a sewage treatment facility (4,550 sq ft), both located in Bartlett Cove, Glacier Bay National Park and Preserve, Alaska. This description is not all-inclusive of the work, and is intended as a broad, general description. This will be a bonded requirement, consequently, the submission of Bid Bonds will be "required" at the time bids are due from potential bidders. Place of Performance: The Bartlett Cove fueling station and the wastewater treatment plant are located at the west end of Bartlett Cove, a National Park Service Facility, located approximately 10 road miles northwest of Gustavus, Alaska. Gustavus is not road accessible from the rest of the state of Alaska. Access is only possible by air or water. POSTAL CODE: 99826; COUNTRY: United States of America. Period of Performance: October 10, 2006 - June 30, 2007. The procurement will be conducted using Sealed Bidding procedures in accordance with FAR 14. The estimated range of this project is $100,000 - $500,000. The government intends to award a contract without discussions with the potential contractors. This project is subject to the Davis-Bacon Act. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the bidder. Bidders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, evaluation, and/or final award process based on decisions related to DOI and NPS changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov -- we advise potential bidders to begin the registration process when they prepare their bid to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a bidder is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful bidder registered in the CCR database. Refer to FAR 52.204-7, Central Contractor Registration, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Bidders submitting a proposal as a Joint Venture should remember that Joint Ventures must also be registered in CCR identical to the joint venture indicated in their bid (failure to do so will make the bidder[s] ineligible for award). The anticipated posting date to the NBC and Federal Business Opportunities Website will be on or about August 7, 2006 (subject to change) and bids will be due on or about September 07, 2006 (subject to change) Alaska Local Time.
