Description
The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Q6C5AAC0041 in support of the HUD Office of Policy Development and Research (PD&R), Office of Research, Evaluation and Monitoring, Affordable Housing Research and Technology Division. This procurement is for a fixed-price purchase order under Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures (SAP). The threshold for all SAP actions is $100,000. Description: Contractor shall submit a study to: identify examples of HUD-assisted multi-family housing developments, and non-HUD supported affordable housing developments with either, risk-based remediation activities or otherwise deviated from the site contamination requirements of Chapter 9 of HUD Multifamily Accelerated Processing (MAP) guide; to identify impacts of regulatory barriers on employer ability to recruit/retain employees. The study will develop a framework of conducting research into the impacts of high housing costs on employers and non-regional economic competitiveness. The outcome of this effort will be a final report documenting assisted or affordable housing developments that have received waivers from HUD?s current site contamination policies or otherwise deviate from those policies and document how HUD field offices approach and handle proposed developments where site contamination is involved. The proposed Purchase Order is for the study to be completed within 40 weeks. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541720 with a small business size standard of $6.5 million. The anticipated date to issue the solicitation is 15 days from this notice with award expected by September 1, 2006.
