Description
This is not a request for competitive proposals or quotations. No plans or Specs will be issued. Notice of Intent to award a sole source Purchase Order to Small Disadvantaged Business Administration approved 8(a) Firm, SC Environmental, Inc., for Suc cess Dam Borrow Explorations Phase III Area 04, Rock Coring and Dozer Trenching, Success Dam, Tulare County, California. The purpose of the work specified herein is to determine the type, nature, characteristics, depth, and extent of the subsurface materi als as they exist at the locations specified. This is to be accomplished by drilling at twenty-two (22) sites utilizing a drill rig that has a dual capacity, for example, the drill rig shall be able to drill through overburden using hollow stem augers and shall then be able to be transformed to use HQ drilling equipment to core the existing bedrock at each drill site. In addition, the work includes excavating five (5) dozer-trenches to a maximum depth of 30-feet using a D-10R, a Komatsu 455 or equivalent s ize dozer. Drill holes will range in depth from a minimum of 80 feet to a maximum of 150 feet. Locations of the borings and trenches will be determined in the field by a Government Representative from the Sacramento District, U.S. Army Corps of Engineers . Soil sampling from the trenching portion of this project will be conducted and samples will be placed in 55-gallon steel drums and in canvas sample bags. Also, soil samples will be collected from each drill site during overburden drilling using both SP T and 3-inch-diameter California Modified Samplers and an automatic trip hammer with 30-inches of free fall. These samples will be placed in plastic baggies provided by the Government. The Contractor will provide a driller and helper for each drill rig us ed during this project. The Contractor will also obtain the services of a qualified dozer operator and one helper for all dozer-trench excavations. The Sacramento District will have on site the Success Dam Project Geologist, here after referred to as the Project Geologist, a qualified Geologist(s) designated by the Project Geologist, or Geotechnical Engineer from the Sacramento District Soil Design Section, here after referred to as the Geotechnical Engineer, to interpret and log the rock core and cutting s during drilling, and a qualified Geotechnical Engineer to interpret and log all material encountered in each dozer-trench. All drill log and trench log forms will be provided by the Project Geologist. The Project Geologist and Geotechnical Engineer wil l prepare a geologic map of the walls and invert of each dozer-trench excavated. Therefore, the Contractor will provide adequate time to allow the Project Geologist and Geotechnical Engineer to perform this task. The period of performance for this Contrac t will 45 days from date of award. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
