Description

This proposed procurement is Unrestricted. NAICS Code 237990, size standard $31,000,000.00. ADAL Ballistic Testing Facility ICE, Altoona, Pennsylvania is being advertised as a Request for Proposal (RFP)for 2,300 SF partial basement addition to and alteration of the existing DHS/INS/NFU Ballistic Testing Range, including upgrade/replacement of the HVAC IAW, the INS/NFU Firing Range Design Standard, Mar 2001, and the NIOSH PS266426 Lead Exposure and Design Consideration for Indoor Firing Ranges. Incl uded are water resistant finishes, floor drains, walk-in cooler with compressors, new gas fired water heaters, telephone/communications room, security system, fire alarm system, environmental testing area. This request for proposal requires separate techni cal and cost proposals to be evaluated based on Best Value Award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $5,000,000.00 and $1 0,000,000.00. Completion no later than 900 calendar days. Large Businesses must submit a Subcontracting Plan in accordance with Section 00100 of the solicitation package. The Small Business Goals are 65% of the total value of subcontracted work. Of that 65%, 20% shall be with Small Disadvantaged Businesses (SDB), 10% shall be with Women Owned Small Businesses (WOSB), 3% shall be with Historically Underutilized Businesses (HUB Zone), 3% shall be with Veteran Owned Small Businesses (VOSB) and 3% shall be S ervice Disabled Veteran Owned Small Businesses (SDVOSB). All responsible sources may submit an offer which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information.
