- The Louisiana Army National Guard intends to award a sole source procurement to Chelton Avionics Inc, located at 10 Cobham Drive, Orchard Park, NY 14127. The award will be made for the purchase of three upgrade kits for the Wulsberg RT-5000 communica tions system used to allow CD-RAID aircraft to communicate with mission partners. This procurement is being conducted under FAR Part 6.302-1, for Other than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satis fy Agency Requirements.
