Description
The United States Coast Guard Maintenance and Logistics Command Atlantic in support of USCGC MACKINAW (WLBB-30) require support services including, but not limited to, maintenance and technical support for ship?s main propulsion/auxiliary diesel engines, generator and controls. The Contractor shall provide all personnel, labor, materials and equipment (except for Government-Furnished Property (GFP)) required to maintain and support the main propulsion/auxiliary diesel engines, generator, and controls on USCGC MACKINAW (WLBB-30).Support services shall include, but shall not be limited to the following: Annual Performance Analysis Report (PAR) Testing, in accordance with Caterpillar?s Marine Engine Performance Analysis Report. Perform preventive and scheduled maintenance recommended by the OEM (Caterpillar is the OEM). The Contractor shall provide Technical Representatives (Tech Rep) who shall have at least (5) years hands on experience in troubleshooting, tuning and performance of preventive and corrective maintenance on equipment. Original Equipment Manufacturer (OEM) required specific training before servicing it. A capability statement shall include evidence that the company has access or will have access to Caterpillar proprietary components. The Contractor shall provide a certificate of training for the identified technical representatives as required in the solicitation. For the remaining components if any, the Contractor shall warrant that personnel sent to perform any work under this PWS on the System are fully qualified to service the components that make up the System, with no exceptions. Technical representatives shall have and maintain certification to service the components that make up the System. The USCGC MACKINAW (WLBB-30) homeport is located in Cheboygan, MI. The Request for Proposals (RFP) will be issued on or about August 1, 2006 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFQ number will be HSCG80-06-R-3FA018; hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFP release and all subsequent amendments. The NACIS code is 333618. The small business size standard is less than 1,000 employees. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the bid opening/closing date.Hard copies of the specification and solicitation will not be issued.
