Description
The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Mental Health Services through the Division of Acquisition Management, Program Support Center intends to award a 24 month sole source simplified acquisition to the Center for the Study of Home and Community Life, Boston College Graduate School of Social Work, 140 Commonwealth Ave., Chestnut Hill, MA 02497. The authority for this noncompetitive award is set forth in FAR 13.106(b). The date of anticipated award is August 8, 2006. This project proposes to further mine the CCDE data related to people with mental illnesses between the ages 18 and 64. This analysis will assess the characteristics and outcomes of the sample compared to those without mental illnesses. The overarching objectives of this project are to accomplish the following. Describe the characteristics of participants with mental illness ages 18 and 64 years in Arkansas and New Jersey, assess the differential impact of services on well-being for those with and without mental illnesses and their caregivers, assess the differential cost impact for those with and without mental illnesses, and assess the use of the cash allowance for those with and without mental illnesses. Variables for study will include consumer background, client needs, quality, visits to hospital, doctors and clinics, and outcomes. Prepare and submit a report of the findings including policy implications. The Contractor shall furnish the necessary personnel, facilities, equipment, materials and supplies (except as otherwise specified herein) to perform work set forth below. All work under this contract shall be monitored by the Government Project Officer (GPO) All reports and materials produced under this project shall be the property of the Federal Government, which includes SAMHSA. SAMHSA may utilize, print, or disseminate such material without further charge. A Monthly Progress Report should be submitted: The contractor shall prepare and submit three (3) hard and one (1) electronic copy of letter type progress reports monthly. The report shall provide an overall statement regarding the activities of the contract and include a specific breakdown summarizing the status of the summary report which will 1) detail activities which were completed during the month; 2) address problems encountered and how they were or will be resolved; (3) address planned activities for the upcoming reporting period; and 4) include statements that the contract will (or will not) be included within the budgeted amount. Concept Clearance Standard Language, the contractor shall not expend funds on the development of any specific communications product until the SAMSHA Office of Communications (OC) has received concept clearance (with or without special conditions) for the product from the HHS Office of the Assistant Secretary for Public Affairs (OASPA.) For this purpose, a communications product is defined as an item of printed or audiovisual information carrying the Department's name as the publisher or in which the Department has a proprietary interest, whether written or published in the Department or outside, regardless of how it is financed. A publication or audiovisual product requires clearance through SAMHSA OC and OASPA if 50 or more copies are to be distributed outside of HHS, or if it will be posted on a Website available outside of HHS. This applies to communications products distributed to: Congress; other Federal State, and local branches of government; contractors; grantees; the public or other constituencies; and intermediaries. It includes products printed or duplicated by contractors or by desktop means. Communications products include, but are not limited to: books, booklets, brochures/pamphlets, reports, newsletters electronic/web, videos, CD-ROMs, and audiotapes. Writer/Editor Standard Language Products being developed under this contract for potential dissemination by or on behalf of SAMHSA must be developed and/or reviewed by a senior writer/editor who has been identified among the key personnel for this project. That individual must be able to provide the necessary expertise for appropriate and accurate content and editorial review needed to achieve a nigh standard of excellence in content, syntax, grammar, and style, including attention to the match between target audience and content level. Manuscript/Galley Standard Language Products developed under this contract for potential dissemination by or on behalf of SAMHSA should - (i) reflect consistent use of a style manual (preferably GPO, although other manuals may be selected and used with reason); (ii) adhere to common standards of grammar and usage; and (iii) include correct form and content in use of logos, content and look of cover, title page, acknowledgement, and disclaimers as determined by SAMHSA's OC and the HHS OASPA. Task 1 - Initial Meeting, Project Plan and Outline of Report Within ten working days of the contract effective date, the contractor shall meet (in person or through a conference call) with GPO to review the Plan of Performance and Outline of Report, make changes if necessary, and discuss all aspects of the contract including the what variables that will be studied and the outline of the report. At this meeting the GPO will clarify any remaining issues with regards to the project. Task 2 - Revised Plan of Performance and Outline of Report Submit within ten working days of the initial meeting, three hard copies and one electronic copy the revised Plan of Performance and the Outline of the Report that incorporates GPO comments and meeting agreements Task 3 - Draft Report Within eight months of the contract effective date, develop and submit to the GPO for review three hard copies and one electronic copy of the Draft Report (15-20 pages double spaced and in Word format) of the project findings and policy implications for people with mental illnesses. This report will be disseminated to mental health consumers, providers, policy makers, government officials, academicians and others. It should be easy-to-read and have undergone a substantive edit. It will include the following; executive summary; background, methodology, findings and conclusions, discussion, policy implications, and report dissemination recommendations. Task 4 - Teleconference with GPO Within nine months of the contract effective date, arrange and convene a teleconference with the GPO to review and discuss the Draft Report. Task 5 - Final Report Within ten months of the contract effective date, submit the Final Report incorporating modifications agreed to with the GPO. Submit three hard copies along with electronic file in Word format. Schedule of Deliverables: 1. Initial Meeting with GPO - Due Date - 10-days after award date 2. Final Plan of Performance and Report Outline to GPO - Due Date - 10-days after initial meeting 3. Draft Report - Due Date - 8 months after award date 4. Teleconference with GPO - Due Date - 9 months after award date 5. Final Report based on GPO comments - Due Date - 10 months after award date 6. Submit Monthly Progress Reports Due Date - 10th day after the month for which the report is written. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
