- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60048 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health has a requirement for SNP Probe Pool Design and SNPlex Assays. Specifically, the NIMH requires: 1 set of SNP Probe Pool Design for 48 units, 1 set of SNP Probe Pool Design for 47 units, 2 SNPlex Assay for 11 plates, and 2 hours of bioinformatics. The SNPlex assays on 3,872 samples using 2 probe pools designed and manufactured by ABI to detect 48 SNP?s and 47 SNP?s. Turnaround time is 7 weeks. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet the turnaround time (2) past performance (3) technical approach to the DNA sequencing. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 25, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
