- NASA/GSFC has a requirement for Interactive Display Language (IDL) software. NASA/GSFC intends to purchase the items from ITT Visual Information Solutions (ITT VIS) a wholly owner subsidiary of ITT Space Systems Division; located in Boulder, Colorado; pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. IDL software, is exclusively manufactured, developed, and distributed in the United States and Canada by ITT, there are no authorized third party distributors, resellers, or agents for the IDL software in the United States and Canada, where ITT VIS sells the software as the sole source supplier. IDL is the pioneering software for data analysis, data visualization, and application development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. EST on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
