Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) for Environmental Test & Integration Services in support of the Applied Engineering Technology Directorate. This procurement is a follow-on effort to requirements currently being performed under Contract NAS5-02034. Potential offerors are encouraged to comment on all aspects of the evaluation approaches. Offerors are also encouraged to point out any unnecessary or inefficient requirements. Services required may include, but are not limited to: ? Operation, maintenance, and upgrade of environmental test equipment, technical equipment, and facilities. Mechanical, and optical integration of spacecraft, flight experiment components, space shuttle carriers, instruments, sub-assemblies and systems Operation, maintenance and upgrade of advanced manufacturing facilities Design, manufacture, and operation of ground handling equipment and fixtures Design, manufacture, and operation of optical alignment and calibration systems Design, manufacture, and installation of space flight thermal blankets Design, manufacture, and installation of space flight and ground support system cable harnesses Cleanroom operation and maintenance Contamination control services Maintenance and operation of certain physical plant systems such as processed water, emergency power, and conditioned cleanroom air HVAC and humidity systems Recertification of lifting and handling devices, and pressure vessel systems Facility and operations safety Data acquisition and analysis system development and management. ? Information technology support for personnel and operations performed under the contract including systems administration and IT security This full and open competitive procurement is anticipated to result in a Cost Plus Award Fee (CPAF), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An ombudsman has been appointed -- See NASA Specific Note "B". The NAICS code and Size Standard are 541330 and $20 million, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of DRAFT RFP is on or about August 3, 2006. Interested parties will be given two weeks to provide comments. Comments on the Draft RFP are not mandatory. The use of industry comments to structure the final RFP is at the discretion of the Government. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), the Government does not intend to award a contract on the basis of the Draft RFP or to otherwise pay for the information solicited. The anticipated release date of the final RFP is on or about September 11, 2006, with proposals due approximately 30 days after the solicitation release date. The synopsis shall serve as the presolicitation notice for the draft as well as the final RFP. No additional synopsis will be posted for the final RFP. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
