- NAICS Code: 541990 This synopsis is being provided to publish a requirement for the Office Research and Development (ORD) of the U.S. Environmental Protection Agency (EPA), National Risk Management Laboratory (NRMRL) in Cincinnati, Ohio which is seeking a contractor to assist in updating and revising the publication Design Manual for Municipal Wastewater Stabilization Ponds, EPA/625/1-83/015, USEPA, Cincinnati, OH and Washington, DC, 1983. The focus of this project will be to update the original design manual with the latest knowledge on design and operation of wastewater stabilization pond technologies and to add new case study examples of successful applications. The updated manual will include important advances to wastewater stabilization pond treatment technologies made by local wastewater treatment authorities, private companies, and other private sector sources. It is intended that this manual serve as the primary reference for local, state, tribal, and federal regulators as well as the regulated community for guidance on wastewater treatment ponds. The Contractor shall use the input gathered from technical reviewers as the basis for developing a high quality and technically sound updated version of the design manual that EPA will publish. The new manual shall include the latest technology updates and improvements; descriptions of effective new pond technologies and applications, along with their respective costs and operation and maintenance requirements; pros and cons of various designs and applications; a chapter on public participation; and several case study examples. The North American Industry Classification Code is 541990 with a small business size standard of $6.5 million. A written solicitation, RFQ-OH-06-00178, is anticipated to be issued during the week of July 24, 2006. It is anticipated the solicitation will be issued as a request for quotes (RFQ). All responsible businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factors will be used to evaluate the offeror's technical proposal: technical experience with wastewater treatment pond systems, considerable publication and presentation experience and past performance. These factors shall be evaluated on a Best Value basis. Contract type will be firm fixed price.
